House passes another bill authorizing Keystone XL

Houston Chronicle: The House of Representatives passed legislation Wednesday that would speed construction of the Keystone XL pipeline - a largely symbolic measure with probably no chance of clearing the Democratic Senate and overcoming a presidential veto.
