Wall Street Journal: Those hoping President Barack Obama's State of the Union address would yield more clues on Washington's pending decision on the Keystone XL pipeline didn't hear a peep on the subject - a sign Ottawa's recent push for a prompt White House ruling fell on deaf ears.
