UN Climate Change Talks Begin In Peru

RedOrbit: The United States and China announced an agreement earlier this year to reduce carbon emissions, and some observers are predicting the announcement could kick-start a trend of similar commitments from other countries as the annual UN climate conference begins in Peru today.
